THE DEATH OF NUCLEAR POWER

A tiny but powerful number of scientists, applauded by a few famous greens, urge us to accept nuclear power. They see it as the salvation of our civilization, our climate, our future.

It isn't happening. As you'll hear, nuclear power is shrinking, not expanding. World-wide, major nuclear companies are going bankrupt, or soaking up billions more of your taxes, or both.

Expert Mycle Schneider looks into secrets of the Great Nuclear Leap Forward in China. Remember, after Chernobyl and Fukushima, an accident anywhere in the world can irradiate the Northern Hemisphere. China's new untested reactors are your reactors. Their radiation can land in your backyard.

All our lives, we've been told the problem of storing nuclear waste for a million years will be solved by science and technology. MYCLE SCHNEIDER: THE NEW NUCLEAR LEAP FORWARD IN CHINA

Nuclear energy costs are cheap because we lower our standards.”

- He Zuoxiu, in the Guardian newspaper, May 25, 2015.

While our heads are filled with day-dreams of Hollywood stars and nightmares of financial collapse, China is taking another "Great Leap Forward". China is building to become the world's largest nuclear-powered economy. A Chinese nuclear expert says the burst of reactor construction brings, quote, "the 'most probable' period for a nuclear accident in China forward to between 2020 and 2030." [Hu Zuoxiu 19.03.2013]

In fact, He Zuoxiu, who has been a government supporter and well known scientist in the nuclear field, has called the current rush to nuclear expansion in China "insane". He's 88. He can get away with it.

The risks to very heavily populated parts of China are huge to unimaginable. As we learned from Fukushima, an accident anywhere can launch radiation around the Earth.

What is going on with nuclear power in China? From Paris, our guest Mycle Schneider makes it his business to know. He's the lead author of "The World Nuclear Industry Status Reports." Schneider has advised European governments and members of the European Parliament on energy issues.

China has become an experimental lab for untested nuclear reactor technology. All the dreams of nuclear scientists are either planned or already under construction in China. There are plans and hopes for "pebble reactors" and "thorium" plants. The experiment becomes even larger when we consider so many countries, all with their different technologies, are part of the new nuclear boom in China.

The Taishan reactor complex is just one example. There the French company Areva is providing 3 European Pressurized Reactors (EPR's). These are allegedly "3rd generation" designs (although Mycle says there are very few advances over current second generation models).

Experience? They have never run one of these reactors for a single day, and their track record is atrocious. The EPR at Flamanville in the far north of France (just across the channel from Britain) was begun in 2007. It's completion date kept getting delayed and delayed, by years and years. Now they say it will be finished in 2017 - oops, now it's 2018.. But that's unlikely. Areva has recently admitted finding a serious design flaw in the inner reactor. It's so serious, Mycle suggests they might have to tear down and rebuild. The French regulator published information on this flaw, but it has not been communicated to the Chinese people.

The original cost of this single EPR reactor was supposed to be 3.3 billion euros. Now it's over 10 billion euros and who knows what the final cost will be, if it opens.

The situation of Areva's reactor at Olkiluoto in Finland is even worse. This is what Wiki says about it:

"According to Financial Times in December 2014 construction of unit 3 has descended into farce as it is currently expected to open nine years late and several billions of euros over budget."

China has also contracted to buy a couple of experimental, never-before-built "third generation" reactors from Westinghouse Nuclear, now majority owned by Toshiba corporation of Japan. It's the AP-1000. Who knows what it will cost, when it will be completed, and most importantly, if this design is safe?

Mycle Schneider also worries whether China can find the technical culture needed to run reactors flawlessly. Sure China turns out zillions of engineers every year, but none of them have been nuclear operators.

China joins other countries like France in having the builders, operators, and regulators all part of a government-owned structure. Very little is known about this industry in China. There is no transparency, and little room for citizen oversight or complaint. I'll have more to say about that in another program.

Schneider points out that the world has fewer operating reactors (supply power to the grid) now than existed in 2002, even with the construction boom in China. That's because old nuclear plants are being closed in many countries, and not replaced. It's a dying technology.

The few nuclear reactor makers are being killed off in the stock market. Nuclear shares are now at pennies on the original dollar. That's another serious worry. For example, the La Hague nuclear fuel reprocessing site, again in northern France, has the largest supply of high-level nuclear materials in the world. It's run by Areva. Areva stocks have been hammered so low, and their sales so poor, that the company has announced big job cuts. When hundreds of staff are sent home from La Hague, Mycle asks "what were they doing that will not be done now?" Is safety being cut as well? What happens to all the reactors being built or operated by financially failed companies?

That alone is one reason why nuclear power is not a solution for global warming. The economic costs are far too high, and not enough could be completed before lasting damage has been done by the carbon economy it means to partially replace. It's too late.

The big reactor makers were almost toast in the west, despite billions in government subsidies. But they counted on a "nuclear renaissance" in China to survive. Schneider points out the Chinese have been blunt about their game. They are "technology shopping". They buy a couple of reactors from everybody (including from Canada) - and then break down the engineering so they can do it all themselves. There is no big market for reactors in China for any western company.

The end-game of all this nuclear "business" is sadly predictable. Taxpayers, somewhere, will pay and pay to prop up existing reactors, and then pay more or less forever for whatever dismantling and storage can be done. The current players will long-since be bankrupt. The nuclear sales executives will have run away.

All of this comes as the nuclear industry tried desperately, including at the Paris climate talks, to promote their industry as the answer to global warming. They didn't even make the agenda. The public doesn't want it. It's not happening. It's a dead-end.

HELEN CALDICOTT ON EVERLASTING NUCLEAR WASTE

In a populated suburb of St. Louis Missouri, nuclear waste from American bomb-making is washing into surface water. Now all that radioactive mess is threatened by an underground fire just 1200 feet away.

If that's the best the United States can do, what chance does Australia have, with their grand plans to make South Australia a dumping ground for the world's nuclear waste? It's time for another round of nuclear madness, and the doctor is in. That's Doctor Helen Caldicott, the most famous anti-nuclear campaigner in the world.

Dr. Helen Caldicott

Along the way, Helen tells us about her role in founding the anti-nuclear movement in Australia in the 1970's. Then she spent 20 years in Boston. There she revived a dead non-profit called "Physicians for Nuclear Responsibility" and built it into an anti-nuclear powerhouse.

Helen met for over an hour with President Ronald Reagan. Sensing he knew little about nuclear weapons, she explained not only was any nuclear exchange unwinnable, it would cause a catastrophe where medical treatment was not an option. Reagan after that began talks with the Soviets to reduce nuclear weapons, and reduce political stress points. We owe a part of our survival of that mad nuclear age to Helen Caldicott.

Not that we are safer now. Nuclear weapons continue to be built all over the world, some in very unstable countries and/or dictatorships. The tension between nuclear neighbors has spread from just Russia and the West to places like Pakistan and India. Just yesterday, January 26th, the Bulletin of Atomic Scientists announced the "Doomsday Clock" would remain at 3 minutes to midnight.

Helen continues to warn the world about the danger of nuclear weapons, but that is not why we talked this week on Radio Ecoshock.

First the Australian state of South Australia has a mad idea to replace the car plant jobs they lost. The government is pushing to become the nuclear waste dump of the world. There is a complicated back story, but that's the bald fact.

How they would do this has not been announced. So far it looks like a shed in the desert is the likely plan! South Australia called their own Royal Commission to get submissions on the project. Most of the submissions came from pro-nuclear people. The aboriginal people - who still own the land! - could not make direct entries to the Commission, because they lacked the Justice of the Peace system that was required. Their voices were ruled out.

The Royal Commission is due to release it's predestined "report" on February 15th. On February 16th Helen Caldicott will make an answering speech in Adelaide. It's all very sad.

BACK TO OLD ST. LOUIS

We've been told and told that there will be a new technical solution for nuclear waste. Here is a situation in America which shows what a great lie that is. The original nuclear waste from constructing the atomic bombs dropped on Japan - that waste is still very potent and dangerous. A great deal of it was just dumping in the ground near the airport in St. Louis Missouri.

It was badly looked after. A few tarps cover the ground. Rainstorms wash radioactive waste into local streams, and from there into rivers. The wind blows radioactive materials around. A recent study by scientists, including nuclear scientist Bob Alvarez, checked out an area about 200 kilometers around the St. Louis site near Bridgeton, a suburb. They found lots of radiation. The title is: "Tracking legacy radionuclides in St. Louis, Missouri, via unsupported 210Pb "[Lead] You can read more about that study here.

Guess what. There is a higher incidence of many kinds of cancer around this West Lake landfill site. Our old un-friend Exelon is the allegedly responsible party for this nuclear mess.

Now the kicker. An underground fire has been burning for years in the regular landfill site right next to the nuclear dump. This fire is now burning less than 1200 feet from the nuclear waste! If the atomic materials burn, you can count on radiation spreading far and wide. The US Environmental Protection Agency is proposing a wall be built underground to deflect the fire, but really nothing has been done.

MY CONCLUSION

Any more money spent on nuclear power is a waste of the dwindling fuel, resources, and carbon space in the atmosphere. Humans will have to be very fortunate to care for the existing plants over dozens of generations. Given our history, our failed economics, and the magnitude of climate disruption developing, some reactors, somewhere, will blow out, one by one, or in concert.

I hope I am not one of the unlucky evacuees if the radioctive tanks blow up at Hanford in Washington State. I hope none of you are predestined to abandon a whole region of your country, with all the beloved places, experiences, and resources lost to humans. Accepting that risk is a betrayal of Nature. It is a betrayal of whatever or whoever initiated the possibility of ever-lasting evolution of life somewhere in space.

That's what I think. That's how I feel.

Fires Raise Chernobyl Radiation - Again

Some interviews drive by, others stay for the deep record. This week I have two heavy-hitters for you. Right out of the international news, forest fires near the Chernobyl nuclear wreck in Ukraine have raised dangerous radioactive particles into the atmosphere - again. We have Dr. Timothy Mousseau, the world's foremost expert on the impacts of Chernobyl, and Fukushima radiation on living things.

Then Utah scientist Tim Garrett updates his work showing only a collapse of civilization could prevent terrible climate change. There are new discoveries, about our utter dependence on fossil energy, and where that leads.

Both of these are important interviews for the record. So I'm going to share my detailed notes, with some quotes. There's lots to learn, and many shocking facts.

DR TIMOTHY MOUSSEAU - EVOLUTIONARY BIOLOGIST AND SPECIALIST ON IMPACTS OF NUCLEAR ACCIDENTS ON LIVING THINGS.

The largest fire in 20 years is burning near the crippled Chernobyl nuclear plant. The smoke will re-release radioactive contamination dropped in the forests during the 1986 melt-down of Reactor number 4, possibly the world's worst nuclear disaster.

How can radiation remain and return? What is the real risk? Scientists have been hard at work studying this problem. Just this February, the journal Ecological Monographs published a paper titled: "Fire evolution in the radioactive forests of Ukraine and Belarus: future risks for the population and the environment."

Dr. Timothy A. Mousseau is a co-author of this paper, and recommended to Radio Ecoshock by the lead author, Norwegian scientist Nikolas Evangeliou. Tim is a Professor of Biological Sciences at the University of South Carolina. Dr. Mousseau joins us on Radio Ecoshock.





Here are my detailed notes, in the order each topic appears in the interview.

1. Mousseau started studying radiation effects on living things in the Chernobyl area in the year 2000, and has returned the area 3 to 4 times a year ever since.

2. I ask about the meme saying life is thriving in the highly radioactive Chernobyl closed zone. It is true that nature has returned. But everything from plants (such as trees) to animals (including birds) are suffering some impacts. (More about that later).

3. The Chernobyl radiation affected the Ukraine, Eastern Europe, Scandinavia and Northern Europe (including Britain) the most. But it went around the world and can still be found as a marker in oceans in the Northern Hemisphere as well. The areas of highest contamination are within a couple of hundred kilometers of Chernobyl.

Mosseau compares the fire that burned in the Chernobyl reactor for ten days to a volcano that erupts radioactive materials.

4. How does it work? How radiation enters the fibres of plants and cells of animals. "The dominant isotope at Chernobyl, and at Fukushima too for that matter, is Cesium 137. And Cesium 137 is a potassium analog. It behaves chemically much like potassium does. And so the plants actually mistake it, confuse if for potassium, and take it up as if they were taking up potassium. This Cesium gets taken up by the plants in the water, transferred to the leaves, and into the tissues.

And so it gets moved around. Even though most of the fallout is in the soil, it gets taken up in the water through the plant root system up into the leaves - and then redeposited on to the surface soil every year as the plants drop their leaves during the Fall
."

To me, the horror of this is partly that we expected radiation in the soil to gradually be buried by plant debris and subside, away from the surface. Instead, roots keep grabbing the Cesium 137 and recycling it to the surface with leaf litter each year. Find a BBC article about the impacts of Chernobyl on tree growth here.

5. Fires near Chernobyl at the end of April 2015. Estimates are a few hundred to a few thousand acres of forest have been burned. It appears in early May the fires are under control. While some of the fires are in high contamination areas, most of them happen to be in areas of lower contamination. Satellite photos show dozens of small fires in Ukraine and Belarus and parts of South Western Russia - all areas with signicant amounts of radiation from Chernobyl.

"Its an on-going condition that is likely to get worse in the future as global climate change raises the average temperatures and reduces the total amount of precipitation in the area as well."

6. Tim is part of a large team of scientists from many countries who are studying the past records of forest fires, the record of radiation from Chernobyl, combined with climate change into models.

"What we've demonstrated is there is an enormous potential hazard from these forest fires because of the fact that they are likely to increase in size and intensity. And this has the power to basically lift the radioactive contaminants from the soil, from the plant material, and put it into the atmosphere and redistribute it."

7. What kind of particles?

STRONTIUM 90 GOES UNDETECTED WHILE IT BIOACCUMULATES

"The concern is that several of these isotopes are potentially far more dangerous biologically than the Cesium 137."

Scientists and the press have focused on the Cesium because it is cheap and easy to measure, even with a simple Geiger Counter, while others require sophisticated and expensive testing.

"Strontium 90 is really there in about equal levels to the Cesium. The Strontium 90, because it's a Beta emitter, doesn't give off any Gamma. This makes it much, much harder to measure it's levels."

For that reason, Strontium 90 is often not measured, and assumed to move as Cesium does.

"But Strontium is a calcium analog. And so it gets taken up the same way into plants and animals, the way the calcium would. And as a consequence it tends to be fixed into the teeth and into the bones. It can actually bio-accumulate and bio-magnify up the food chain to a much greater level than Cesium usually does. So this makes it [Strontium 90] a more hazardous isotope. It tends to be in the background because we can't measure it very easily."

OTHER ISOTOPES LIKE PLUTONIUM AND AMERICIUM ARE IN THAT SMOKE...

"There's a significant amount of plutonium deposited in the ground around the [Chernobyl] reactor. This Plutonium is also decaying into something called "Americium". Americium and plutonium are extremely dangerous if ingested. The dangers are well known and ever a threat."

They [Plutonium and Americium] are heavier, they're denser, and they're less likely to be mobilized, but they are going to be mobilized if the fire is large enough. And of course, the half-lives of the Plutonium isotopes are measured in the tens of thousands of years, and the Americium is in hundreds of years. In fact the Americium levels are increasing in the area as a result of the decay of the Plutonium. So the hazards are actually going to increase over the coming decades with respect to those isotopes
."

8. HUMAN HEALTH RISKS

The biggest risks are for the firefighters. [Alex notes the many stories of poor equipment, no breathing protection, no decontamination for these firefighters.] They do wear masks and gloves, Mousseau says.

The air-borne hazards decrease as one moves away from Chernobyl, so breathing hazards diminish relatively quickly with distance. The problem is that scientists are not so concerned with an external dose, as ingesting cancer-causing radioactive particles. We've just heard about bones and teeth. Mousseau also points out mushrooms bio-accumulate radiation, so that wild boar in Germany who eat mushroom are too radioactive to be safe to eat. Mice also eat these mushrooms, and then other things eat the mice.

9. BIRDS AND INSECTS

Mousseau has been part of scientific studies, along with Andrew Mueller on birds and insects both at Chernobyl and around the Fukushima nuclear disaster in Japan.

Alex's note: Andrew/Andres Pape Moller is a Danish ornothologist studying birds at Chernobyl with Mousseau, but Moller is not without controversy about his methods. Accused of manufacturing some facts, Moller was almost ostracized by other scientists. Tim Mousseau has kept up their friendship, and criticizes the attacks on his fellow scientists. During a long career, Moller has published at least 600 scientific papers. His work on barn swallows stimulated a generation of biologists.

Other scientists have joined the Chernobyl investigative team over the years. They have found unexpected consequences for the animals living in the contaminated areas. They've published papers over the years about this.

"We found repeatedly in both Chernobyl and Fukushima now that the numbers of birds drops off in the more contaminated areas....in Chernobyl we see that up to 40 percent of the male birds are completely sterile. They have no sperm, in the more radioactive areas."

Birds in contaminated areas have higher incidents of eye cataracts. They have higher incidences of tumours and other developmental abnormalities.

In the last couple of years they've started new work with small rodents - mice and voles both in Chernobyl and Fukushima. They find very similar patterns of decline and disease.

10. DOES RADIATION CONTINUE TO CYCLE FOR GENERATIONS?

The half life for Cesium 137 is about 30 years, so it will eventually disappear. It's a 29 year half life for Strontium 90. "Certainly after a century or two most of that will have decayed into either less radioactive or non-radioactive daughter products."

Plutonium and Americium will be around for hundreds if not thousands of years.

11. MAIN MOTIVATION FOR STUDIES IS TO LEARN ABOUT ADAPTATION TO RADIATION

"The main motivation for the research we've been doing in these areas wasn't so much to document all of these abnormal, these negative consequences of exposure to radioactivity - but in fact to determine whether or not there have been adaptive evolutionary responses of the organisms to this novel stressor."

Just last year they published a paper showing a "handful" of birds had "managed to cope with the radiation in a way that was really quite striking. They do this by changing the allocation of some of their antioxidants towards defense against the radiation. "Now it's not all rosy because this change in allocation probably incurs a cost in terms of they can't use that antioxidant in terms of some other important function."

The scientists hope that knowledge might help humans who have to respond to radioactivity as well.

ALMOST 30 YEARS LATER CHERNOBYL STILL NOT SAFELY ENCLOSED, AND NO ONE CAN APPROACH WHERE THE SPENT FUEL IS

12. We discuss the problem of the unfinished "safe confinement" project for the radioactivity at Chernobyl, which is still covered only by a hastily constructed "sarcophagus" of cement, which is deteriorating. Why after almost 30 years from the melt-down hasn't this site been secured against further radioactive release?

The main hold-ups have been the complicated design, and the money. It's costing about 2 billion US dollars (and may go higher). Without the new shelter, they can't begin a more permanent remediation of the area, Mousseau tells us. The Ukraine can't afford that big cost. The world community is stepping up to provide funding, but they are still at least a half billion dollars short. A meeting is taking place in London this past week, trying to find the missing funding needed.

Building a new roof is just the first step. The planned new building includes cranes that can be operated remotely. They hope to investigate the interior of the Chernobyl building. No one knows what is going on inside - it's been too radioactive to approach the lower reaches of the reactor, where most of the spent fuel is, even almost 30 years later. Also, because the roof was leaking, Mousseau says, water has filled the bottom. This makes it impossible for people or machines to find out what is happening there.

Tim says as a much larger accident site, Fukushima will be even more expensive.

13. TIM RETURNING TO A CHAOTIC UKRAINE TO DO MORE RESEARCH

Things are very unstable in the Ukraine, "given the ongoing conflict between the Ukraine and Russia over the Eastern territories, and of course this has had an enormous impact on their economy. Their currency has been devalued considerably, by several factors, in the past few years, mostly in the past few months. And the unemployment rate has gone through the roof."

They will continue their studies of the rodents in the most irradiated areas, and hope to study the endangered Przewalski's horses, also known as the Mongolian wild horse, the last truly wild horse in the world. They were introduced to the closed zone near Chernobyl, but not monitored or studies well yet.

14. HIS RESEARCH AROUND FUKUSHIMA, JAPAN

They have some parallel and comparative studies going on at Fukushima Japan. It's currently at a smaller scale due to lack of funding.

They just published 3 papers in the last few months on the ways Fukushima radiation has affected the bird population.

"The bottom line is that many of the bird species are showing very dramatic declines in the areas of high radioactivity ... what makes that particularly interesting is that it parallels what we've been finding in Chernobyl, ina completely independent area...again providing fairly strong scientific support for the hypothesis that it's the radioactivity that's the underlying cause of these drops in numbers."

15. THE CONTENTIOUS ISSUE OF LOW-LEVEL RADIATION [20:05]

What about the contentious issue of the impacts of low-level radiation? Every time there's an accident, the nuclear industry says eating a banana or flying in a plane is more dangerous. What do you say?

"The bottom line to all this discussion is that all radiation, of all sorts, generates damage to our cellular structures. It leads to damage to our DNA, damage to the membranes around the nulceus of our cells and the cell walls themselves.

Our bodies have evolved mechanisms to repair most of this damage over the eons. Radiation isn't new. Mutagens in the environment aren't new. In fact the very oxygen we breaths is a major cause of mutations in our bodies. And so we have all the machinery in place to deal with it, at least to some extent. But the fact that we grow old and die is actually in part the product of on-going mutational accumulation into our lives.

So radiation of all sorts, even small amounts contributes to that and so there's no such thing as a little bit of radiation being good for you... the more you add, the more the effects will be.
"

"One airplane ride is unlikely to be of much significance, given that we expose ourselves to many other mutagens in the environment. The same could be said for eating one banana. But if you fly an awful lot then you will be increasing the dose to your body and this has been demonstrated to increase rates of cataracts for instance in airline crews - which is one of the first signs of radiation exposure. We see it in the birds, we see it in humans as well. Certainly it's just the first step. There are other consequences likely."

16. CHECKING AGAINST NATURAL SOURCES OF RADIATION

Some places in the world have elevated radiation levels simply because radioactive materials, like uranium or radium come close to the surface. Mousseau et al did a meta-data study to comare what they found at Chernobyl and Fukushima to these sites.

In one example, the second largest cause of lung cancer in the U.S. and in China is radon, a colorless, odorless gas that can accumulate in basements. Radon leads to many thousands of extra lung cancer deaths in the U.S. every year. There is no such thing as a good amount of mutagens.

17. AFTER FUKUSHIMA RADIATION, WILL FOREST FIRES IN JAPAN BE DANGEROUS?

Japanese forests are in mountains, and there is more moisture. Mousseau isn't sure about the fire hazards there. Japan has had years and years of forest management, largely restricting fires, which may add fuel if one arises.

"It is a significant concern for Japan, although I don't think anybody's started to think about it just yet. Given what we've found about the accumulation of dead plant material in more radioactive areas - the fact that the radiation impedes the normal decomposition process, leading to higher accumulation of what is essentially fuel for a fire, this is a significant concern."

Along with Japanese collegues, they've just started research to see if the same kinds of accumulation of litter is happening in Japan. We may get an answer by this Fall.

18. NUCLEAR ACCIDENTS ARE NOT RARE AND WILL CONTINUE

Due to differences of views in the scientific and political communities, funding for basic research into the impacts of these nuclear accidents, and radiation in general, has not met the needs of what we should know.

"These nuclear accidents are not as rare as we used to think they were. There was a recent study published, highlighted by MIT, that suggested that nuclear accidents on the scale of Chernobyl are likely to occur in the coming years. You know, a Three Mile Island scale accident is likely to occur in the next ten years. Nuclear energy is not going away any time soon, so we really do need to know more, much more, about the consequences for both human health and the broader environmental impacts, if we're going to continue down this path."

CHERNOBYL FUNDING RESULTS (Alex's notes, not in the interview)

Finance ministers of major developed countries met in London in early May, trying to raise hundreds of millions of dollars needed to complete the "Safe Confinement" building over Chernobyl. This would be the largest movable structure in the world. Note they cannot say the radioactivity will be "contained" but it will be lowered, and thus "confined". Read about the funding crisis here.

With new funding promises the project is stil short 85 million euros, but has enough now to continue without delay.

DECOMMISIONING UNITS 1-3

Remarkably, three reactors at Chernobyl that did not explode continued to be operated for years after the accident. Consider the whole area was evacuated, including the fully developed city of Pripyat, we have to wonder at the exposure to the workers inside the remaining reactors.

The last Chernobyl reactor shut down in 2000, but they still have their fuel and spent fuel in the highly radioactive building.

According to this article in the World Nuclear News...

"For the period between 2028 and 2046, the most contaminated equipment will be removed from the units, while the reactors themselves will be dismantled between 2046 and 2064."

"For the decommissioning of units 1, 2 and 3, the international community is financing, through the Nuclear Safety Account, the Interim Storage Facility 2 (ISF2) at a cost in excess of €300 million and the Liquid Waste Treatment Facility (LRTP). The ISF2 facility is currently in the final phase of construction and will process, dry and cut more than 20,000 fuel assemblies and place them in metal casks, which will be enclosed in concrete modules on site. The used fuel will then be stored safely and securely for a minimum period of 100 years. The LRTP received an operating licence at the end of 2014."


In other words, it will take about 80 years after the Chernobyl disaster in 1986 to bring the whole site to a "decommissioned" state. I expect about the same time frame for Fukushima, taking operations there to about the year 2100, all the time draining the economy and threatening health and the environment. And governments wonder why we don't trust nuclear power!

DR. TIMOTHY GARRETT UPDATES WORK ON CIVILIZATION AS A HEAT ENGINE, WITH 2 NEW PAPERS.

Here is an unusual plot for a story: an atmospheric scientist uses principles of physics to predict the global economy will slow to near zero growth. Then it's fragility and exposure to natural disasters suggest a high risk of "accelerating collapse".

That's all part of an on-going discussion I've followed over the years on Radio Ecoshock, with University of Utah scientist and Professor Timothy J. Garrett. In two interviews in 2010, Tim Garrett explained his discovery of a formula that linked economic wealth to the amount of energy consumed. That sounds simple, maybe even obvious, but it caused a slight storm of criticism from old school economists. Tim's work also predicts that only a precipitous crash in our economy could avoid a disastrous warming of up to 5 degrees Celsius by the year 2100.



Listeners have downloaded Tim Garrett's two previous Radio Ecoshock interviews thousands of times, partly because they cover the convergence of Peak Oil, climate change, and economic distress - all in terms of the laws of Physics. It's ground-breaking work which hasn't yet really reached the wider public.

MY DETAILED NOTES ON THIS NEW TIM GARRETT INTERVIEW

THE BASIC THEORY AS LAID OUT IN EARLIER (2010) PAPERS (my interpretation of what Tim said)

1. The global economy occurs in a physical world which is bound by relatively simple laws of physics.

2. Picture a body. It begins small, consumes energy, and eventually reaches a relatively stable size, but must keep consuming energy to maintain that size. It may not grow more, but it still needs energy.

3. It turns out there is a fixed relationship between wealth and the amount of energy it consumes.

4. Right now our total wealth turns out to be about 2,000 trillion dollars. Our rate of energy consumption is about 17.5 Terawatts. That's about 17,000 large power plants, whether they are coal or nuclear. In 1970, those quantities were almost precisely half of that. And from 1970 to 2015, wealth and energy have grown in "lock-step".

5. Just as a heavier person needs to consume more energy to sustain themselves than a smaller person, a large world economy has to consume more energy just to sustain itself. There is a fixed relationship, which turns out to be about 7 watts per thousand inflated-adjusted 2005 U.S. dollars.

TIM GARRETT'S TWO NEW PAPERS

6. The first is titled "Long-run evolution of the global economy: 1. Physical basis" as published in "Earth"s Future", an open journal of the American Geophysical Union, on March 4th, 2014.

7. He points out that economists seem to see a different world than physicists or biologists. Instead of trying to influence the economy or politics, the physicist sees our system as a whole, where we are all (people, cars, factories) energy-consuming agents.

8. His theory sees "wealth" a global total, rather than the GDP (Gross Domestic Product) of various countries. For example, "wealth" could include all the remaining production of previous ages, including the Roman Coliseum or Rembrandt paintings, which are not part of this year's production alone.

9. I ask where he fits in with the movement of limits, such as Richard Heinberg's "Peak Everything". If we discover new sources of energy, as in the Tar Sands of Alberta and heavy oil in North Dakota, these new energies will be applied to generate more wealth. It allows civilization to grow faster. Conversely running out of energy demands a smaller economy and less wealth. Garrett's formula allows us to predict the impacts of either scenario.

10. If we grow faster, then we need to consume more energy to maintain ourselves, just like a heavier person who finds more ready food. If we need to consume more to keep what we have, we will deplete those reserves ever faster. In that way, discovering more energy leads to sooner depletion.

11. Meanwhile, carbon dioxide accumulates ever faster in the atmosphere. Eventually, perhaps even now, climate change damage begins to cost more than civilization can afford.

12. Garrett has written about the role of innovations in this scheme of things. Can we innovate our way out of this predicament? He replies that we got into this situation precisely because of innovation. We've just gone through a period of innovation but our rate of emissions are much higher than even 20 years ago. We grow, and our pollution grows.

13. He writes about the "fraying" of networks within civilization, due to continual natural disasters, as climate change develops, and, I would add, along with Joseph Tainter, perhaps due to other pressures and breakdowns in a complex civilization. How long can major corporations and Wall Street continue to ignore those risks and those costs? Garrett replies at this time local disasters, like Hurricane Katrina, are very serious, but the global effects are still rather small. We overcome this fraying by discovering new energy resources.

14. There are two ways this "fraying" may become more difficult to recover from. 1. We may not discover enough new energy resources to replace the wealth lost. Or 2. environmental disasters become more frequent and widespread, so that we struggle just to keep at our current level, and cannot grow further.

15. At that stall speed, Garrett's modelling work suggests the global economy becomes fragile, so a following natural disaster may lead to "accelerating collapse".

16. This leads to the question: "How will the growth end?" Nothing grows forever. Using the analogy of ocean waves, there are some which rise and fall slowly. Others rise very rapidly, perhaps because they are reach a rising bottom near the shore, and then they fall very quickly. He thinks the rapid rise of this fossil-powered civilization is more likely to fall quickly as well. We are more prone to a rapid collapse, than a slow decline, he says.

17. We go to the second paper, "Hindcasts in Innovation and Growth", published in March 2015. The "hindcast" part comes from testing weather models. Those models are tested by starting the model somewhere in the past, and see if it can accurately describe ("predict") the weather is actually happening now. The success of failure is measured into something called "a skill score".

18. Garrett did the same thing with his model of the constant between wealth and energy, trying it at various periods of time to test for accuracy. As it is accurate, he feels confident in predicting the future economy, if we know the availability of energy. The skill scores for predicting energy and gross world wealth were greater than 90 percent. However, the theory may not work for specific countries.

IPCC AND MODEL PROBLEMS FOR FUTURE PREDICTION

19. As an atmospheric scientist, I ask Garrett how his predictions compare to the forecasts made by the Intergovernmental Panel on Climate Change (IPCC). Their models are extremely complicated, trying to calculate a huge range of variables, with hundreds of equations. Complex models are very hard to test.

[My own research notes: A whole series of scientists and institutions try to model out a whole range of human activities and responses. These are called "Integrated assessment models" or IAM. The Intergovernmental Panel on Climate Change uses them to calculate different emissions paths. Recently the American economist and MIT scholar Robert Pindyck suggests integrated assessment models are useless and misleading.]

20. Testing IPCC models against his own, Garrett finds the IPCC models are very optimistic about how much the GDP is going to grow in the coming century, and also overly optimistic about how little CO2 levels are going to rise. "In fact they have us growing to an absolutely massive size, without having to consume much energy to sustain that accumulation of wealth".

21. The IPCC may argue effiency gains allow this optimism. Garrett's research shows efficiency gains to the opposite: "it is by becoming more efficient that we are able to grow faster and ultimately to consume more."

THE "DECAY PERAMETER"

22. It is an expression of "the fraying" we talked about earlier. Like a tree we have intertwined branches of social, political, and communication networks that always spread outwards. Social networks, for example can decay, as we lose touch with people. The decay parameter recognizes and measures how networks may naturally fall apart.

23. For a civilization, one example would be the natural decay of buildings over time. Natural disasters due to climate change may advance the decay parameter.

WHAT IS WEALTH? IS IT WHAT WE SAY IT IS?

24. We discuss the example of fad items that are "worth" a lot for a while, but then become worthless. Beyond the basics of food and shelter, do we define what wealth is, and how does that affect this theory?

25. Tim says that is true of "money" and gold. We agree they are worth a certain amount. But without that common agreement, they may be useless. Values may depend on how things help a network to flow.

ARE NEGATIVE INTEREST RATES A SIGN THAT GROWTH HAS STALLED?

26. Garrett has also wondered about this, but says it is above his economic expertise to say. His models based on physics can't break down those kinds of details. He would like to be able to answer that and will consider it.

WHY POPULATION IS NOT MATERIAL TO FUTURE PREDICTION

27. Some people believe population growth is the driving factor in our consumption and pollution. Instead, population grows because of a higher availability of energy resources. Finding the Saudi oil fields in the 1950's was like winning the lottery. I agree new sources of energy can provide fertilizer for more food, more transport and refrigeration of that food, etc.

28. Like roads or telecommunications, we are all made of matter, and it takes energy to make us. From the view of the physicist, all things are networks which require energy to exist.

FORECASTS HARDER AS FOSSIL FUELS RUN THEIR COURSE

29. Our growth rate is starting to stabilize after the huge impulse of finding giant oil fields in the 1950's.

30. If there another impulse developing? Possible. An eye-opening presentation at Stanford by Professor Adam Brandt showed a mind-boogling amount of accessible fossil fuels in Alberta's Tar Sands, North Dakota and in fracked oil and gas. We may have stumbled on another energy lottery which could propel more growth and more wealth. 31. Garrett's formula can be applied to those resources, once they are better known, to predict the growth outcome. Here I may disagree, because at the same time a "keep it in the ground" movement of disinvestment in the tar sands is gaining ground. Social forces, based on concerns about climate change, may mean that lottery ticket may never be cashed, or at least not in full.

WARNINGS OF CATACLYSMIC CLIMATE CHANGE

32. With Garrett's atmospheric expertise, I ask him about the warnings from the Earth League that we face a 10 percent chance of experiencing "cataclysmic climate change" of 6 degrees C (11 degrees F) by the end of this century, on our present course.

33. He replies: "That sounds totally plausible to me". His model shows that if civilization manages to sustain itself, perhaps based on new energy from Tar Sands, the Arctic or wherever.

"...in the models it is not impossible to imagine carbon dioxide levels passing 1,000 parts per million - that's four times pre-industrial levels. Four times pre-industrial corresponds to two CO2 doublings, which would translate quite easily to 6 degrees Celsius of warming. And that's where you start thinking about, well the title of one of my papers, 'maybe there's really no way out'. I mean if civilization doesn't collapse because we run out of energy, then perhaps civilization keeps growing for a while as the carbon dioxide emissions accumulate in the atmosphere to such a point that there is this warming that you talk about.

And then you do have to think about what the implications are for civilization, and again, the word 'collapse' does come to mind
."

34. I ask if a popular press book with this theory will come out. He's thinking about it.

ARNIE GUNDERSEN WITH NEW NEWS ABOUT FUKUSHIMA AND UNSAFE AMERICAN REACTORS

We get an update on the Fukushima mess from our favorite correspondent, Anrie Gundersen. He's a former nuclear industry executive who now gives expert testimony on reactor safety. His videos on the web site fairewinds.com are the best anywhere. This interview ranges from Japan to California reactors unsafe at any speed, and even to the possibility of a massive nuclear melt-down right near New York City. Why not... Tokyo is already radioactive!

We begin by talking about the impact of the big typhoons that just swept over the site of the Fukushima nuclear disaster complex. There were two typhoons in a row, Phanfone and Vongfong. The second one dumped 10 inches of rain (254 mm.) in 24 hours - right on to a site where groundwater running through the melted reactor cores is already overwhelming TEPCO's ability to pump it into temporary storage tanks.

Three hundred tons of radioactive water runs off the site each and every day into the Pacific Ocean. It was much more during these two storms. The operator hasn't said how much more, but we know in one previous incident Fukushima leaked 600 tons of water into the Pacific, twice the "normal" highly nuclear runoff. We also know from other news reports that new record high levels of radiation was measured after these typhoons in various trenches and wells. Consider the giant amounts of radiation previously measured at Fukushima, we don't wan't to hear about new record highs.

The Japan Times reported "Tritium up tenfold in Fukushima groundwater after Typhoon Phanfone"

"Some 150,000 becquerels of tritium per liter were measured in a groundwater sample taken Thursday from a well east of the No. 2 reactor. The figure is a record for the well and over 10 times the level measured the previous week."

"Tepco also revealed that, at a separate well also east of the No. 2 reactor, a groundwater sample was giving off a record 2.1 million becquerels of a beta ray-emitting substance, nearly double the level from a week earlier.

The cesium activity in the sample was 70 percent higher at 68,000 becquerels
."

There was even worse news after Typhoon Vongfong, one of the strongest in a generation.

Arnie Gundersen makes this stunning statement: just one month after the accident "there were things they could have done back then. I recommended pumping down the groundwater, but between the pumps and the nuclear reactor [they should] have something called a zeolite trench. Zeolite is a really good material - it's volcanic - that would capture all the radioactive Cesium, and most of the other isotopes.

Well I was told three years ago that Tokyo Electric didn't have the money. It's one of those 'pay me now or pay me later'. Because they didn't keep that groundwater under control three years ago now they are paying the price
."

Arnie says the total releases from Fukushima now are much higher than from the Chernobly nuclear accident in the Ukraine in the 1980s. It is without a doubt the world's worst nuclear disaster.

One sign of that: the site is so highly radioactive that even now, three years later, nobody knows where the nuclear cores of those 3 reactors are. Within about a year and a half, the world saw photos of the nuclear cores at Three Mile Island (in Pennsylvania) and Chernobyl. There are no such photos, or any kind of record, of the reactor cores at Fukushima.

By the way, a Korean government report estimates Fukushima may have released up to 4 times as much Cesium as Chernobyl did.

EARTHQUAKE RISK OF STORAGE TANKS

Every week, TEPCO has to construct two new giant storage tanks to hold still more radioactive water pumped from the site. There is a vast tank farm on the hill above the former reactors. But, Gundersen warns, these temporary tanks are not "seismically qualified". That is, they are not intended to withstand a serious earthquake. If such a quake hits Fukushima, "they'll all fail and run down into the Pacific en masse, which would be an insult to the Pacific which has never occcured in the history of the world". But hey, what are the odds Fukushima will be hit by a major earthquake (again)!

ANOTHER UNTOLD PROBLEM

Arnie Gundersen is the only person I've heard raising yet anothe serious problem arising from this triple reactor melt-down. Major media have completely missed the fact that TEPCO is filtering out up to 90% of the major radioactive materials. Essentially, they are reconstituting nuclear cores in these filters. But what will they do with this brand new form of super-radioactive waste? Where will the filters be stored safely (for at least 300 years)? What place in Japan will have that dark honor? The filters contain not just cesium, but uranium and plutonium. They may need 250,000 years to be really safe.

When the water is filtered, with just 10% of the radiation left, the Japanese want to dump it, and probably already are dumping it, straight into the Pacific Ocean. As Gundersen says, they think 90% is good enough. If any other nation, in any other circumstance, was dumping even that 10% of radioactivity into the ocean (how much is it?) - there would be international outcry. Japan is using the Pacific as a nuclear waste dump.

Gundersen: "So by filtering the water, they've reduce the liquid problem, but they've created a huge solid radioactive waste problem that no one... you've got an exclusive here Alex. No one in the world is talking about where in the world are they going to store all of these filters for a quarter of a million years."

REMOVING THE OUTER SHELL OF REACTOR 1

TEPCO needed to reduce the continuing airborne emissions of highly radioactive materials floating out of the wreck of the Number One Reactor building. They constructed a fabric shell around the building (which also hid the wreckage from international photographers). Now that shell is absolutely loaded with radioactivity. The company is in the process of removing it. We discuss the dangers.

This week, an unexpectedly high gust of wind shook a crane removing the cover, and tore a large hole in it. It's a very risky operation. Gundersen says without the cover, more radioactivity will be carried away by the winds.

THE HUMAN HEALTH IMPACT: SECRECY IN JAPAN

Alex: In these first few years after the nuclear meltdowns in Fukushima, we've heard almost nothing about the impacts on people in that region. There are accounts of strange tumors, kids dying, pets dying. What have you heard, and can we ever expect an honest accounting from Japanese authorities?

Gundersen: That's a pretty good summary, frankly. We continue to get information from people who live there about cancer rates and illnesses in general. Not just cancer. You know we think of radiation as a cancer-causing thing, but it also causes many other ailments.
"

Arnie then tells us about a woman 30 miles from Fukushima who has grown and stored seeds for a very long time. Now three years after the accident, she is see "gargantuism" (a.k.a. gigantism) in plants. When plants (or animals) mutate to become abnormally large, or have certain organs or parts growing very large, this is a sure sign of genetic damage caused by radiation.

Gundersen: "We are also working with doctors in Japan. Some brave doctors are saying that they are being threatened, that their hospital rights have threatened. If you tell your patient 'this illness is radiation related' you will lose your right to practice, and things like that. So there's an enormous pressure on the medical community to tell the patients that what they are experiencing is not at all related to radiation."

They key, Gundersen says, is statistics. We haven't received real verifiable date on cancer rates and other illness from Japan, since the reactor accident. We're not likely to get it. It turns out that under a prior agreement, all the statistics and reports have to go first to the International Atomic Energy Agency (IAEA) who must approve them. "Article Two of the IAEA's Charter, is to promote nuclear power" Gundersen tells us.

WILL ANYONE BE PROSECUTED FOR THE ERRORS AND LIES OF FUKUSHIMA?

Reuters news service reports Japanese prosecutors are once again considering criminal charges against executives from the Tokyo Electric Power Company, TEPCO. Last year they said "no charges". But a special citizens' panel is forcing them to reconsider. The almost invincible insider reputation of TEPCO is legendary. Is there any chance those who allowed this disaster to happen will be exposed to justice?

Gundersen thinks it's unlikely under the Japanese system of authority that any charges of TEPCO executives will be successful. The charges, if any, would not be for allowing the accident to happen (e.g. they knew the sea-wall was too low...) - but for hiding the true risks after the accident (and thereby endangering people's health). Lawyers in Japan are progressive, Gundersen thinks, but the judicial system is legendary for its conservative nature.

Shortly after this interview, we received news that the Japanese prosecutors have delays their recommendation about charges for another three months. Don't hold your breath.

Gundersen has a chance to speak in depth with former Prime Minister of Japan Naoto Kan, who was in charge at the time of the accident. Kan said he got bad information from both TEPCO and MITI, the organization responsible for nuclear matters. TEPCO wanted to abandon the site, Kan told Gundersen, but the Prime Minister said "no".

IS TOKYO RADIOACTIVE? MOVE THE 2020 OLYMPICS?

We also talk about the move by former Japanese Ambasador Mitsuhei Murata to have the 2020 Olympics held somewhere other than Tokyo, due to the continuing health risks. I ask Arnie whether Tokyo is radioactive.

Gundersen: "Yes Tokyo is radioactive. I've spoken to Ambassdor Murata. My problem is we worry about the exposure to Olympic athletes who are going to be there for three weeks, what about the exposure to the people who live in Tokyo for the last ten years - nine years, from 2011 until the two thousand twenty Olympics. I'm afraid it's a little bit elitist to worry about visiting athletes who are going to be there for three weeks, when in fact 35 million people are exposed to this radiation for nine years.

Now I think the government of Japan should be aggressively cleaning up Tokyo. But to do so would spread fear, and that in turn would stop the Olympics, which would then crush nuclear revival that the [current Prime Minister] Abe regime is so desiring. It's so desirable to the Abe regime to get those nuclear plants running again."


WHY TOKYO IS RADIOACTIVE?

Why is Tokyo radioactive? You would need to scan back through my past Fukushima shows, and the special podcasts I sent out at the time to get the details. All of that is available at my web site at ecoshock.org. Just type "Fukushima" into the search box there.

In a nutshell here are just some of the pathways radioactivity took to get to Tokyo:

1. In the first days of the accident, most of the radiation was blown north and west, but there were some reversals of wind, where the radiation was carried south and bathed Tokyo with nuclear particles. These were measured around the metropolis at that time. Various Japanese corporations considered moving their head offices out of Tokyo (some did). It later came out the whole government considered moving out of Tokyo.

2. For weeks after the accident, and especially after three reactor buildings blew up, there was continuing air-borne radiation of Tokyo.

3. The hills around Tokyo, were also bathed in radioactivity. Each successive rainstorm brought more radiation into the city. Tokyo has a vast amount of undergound water. Some of the city is build out over what was the ocean. Radiation was measured in the underground water.

4. More difficult to quantify, large amounts of radioactive materials were dumped or burned after the accident. Some radioactive hot sewage sludge was trucked around the country. So was radioactive cement, which used that sludge. Some of all that arrived, as almost everything does, in the hub of Tokyo.

The point is this: radioactivity doesn't go away like yesterday's news. It lasts and lasts, for decades, even generations. Residents of Tokyo hosed down some hot spots, but the city never really admitted the magnitude of the problem. There was no massive clean up of Tokyo (which would help but couldn't get it all). Perhaps this was not done to avoid alarming the population, or to save the economy, which would have crashed in Tokyo was abandoned. So this giant metropolis remains radioactive, worse in some places than others. In my opinion, pregnant mothers should go to a less polluted area, and perhaps raise children to at least the age of 5 before returning.

THE SENDAI NUCLEAR PLANT AND VOLCANOES

The Japanese authorities released a report saying the Sendai nuclear plant would not experience a volcanic eruption for the next 30 years. That's convenient, because that would be the expected operating life of this reactor site, if it is restarted. How polite for the volcanoes to wait!

However, on September 27th, there was an unexpected major eruption by another volcano not so near to Sendai. And influential volcanologists in Japan said there is absolutely no way to predict when a volcano will go off, and certainly no 30 year guarantee. br>
Gundersen says the real risk to Sendai is not so much that a volcano would immediately destroy the nuclear plant. The problem is a volcano can dump twelve feet or more of ash on the site, and on all roadways leading to it. It could become impossible to keep cooling the reactor core. If that is not cooled, it blows up, just like Fukshima did. The cooling system has to be kept going at least 5 years without any pause, even after the reactor is shut down. That applies to the nuclear reactor near you! Not that it matters if there is a reactor near you. Fukushima blew radioactive particles around the Northern Hemisphere, and as we are about to find out, the radioactive plume from the leaking site is just now reaching North America.

FUKUSHIMA'S PLUME HITS NORTH AMERICA

This spring of 2014, a citizen found a sample of Cesium-134 in a park in British Columbia, Canada - inland from the ocean. What does that tell us? Unlike Cesium-137, which lasts a long time, Cesium-134 only lasts about two years. That means this particle arrived from Fukushima. I think it may be from continuing airborne radiation, but Gundersen suggests it came from the original blowout three years ago.

Gundersen told us in previous interviews that his company Fairewinds tested automobile air filters from Seattle Washington after the accident and found highly radioactive hot particles in those filters. We know from another Radio Ecoshock interview that radioactivity from Fukushima was found in seaweed, and in Vancouver, Canada. Similar Fukshima radiation was found in California, and in fact in many U.S. states including Pennsylvania, and those in New England.

Now we're looking at a new wave of radiation reaching the West Coast. The slowly moving ocean currents are finally bringing the first part of the radioactive plume to Canada and the United States.

A Canadian research scientist named John Smith just told the meeting of the American Geophysical Union that this group has measured a radioactive plume from Fukushima in Canadian waters. The blog Live Science reports: "Smith and his colleagues tracked rising levels of cesium-134 at several ocean monitoring stations west of Vancouver in the North Pacific beginning in 2011. By June 2013, the concentration reached 0.9 Becquerels per cubic meter, Smith said. All of the cesium-134 was concentrated in the upper 325 feet (100 m) of the ocean, he said. They are awaiting results from a February 2014 sampling trip."

There's a long list of proof and sightings.

Ken Buesseler, the senior scientist at the Woods Hole Oceanographic Institute in Woods Hole, Massachusetts, had to arrange crowd-funding to measure this radioactivity in the Pacific. The American and Canadian governments don't appear to care. So far Buesseler says the radiation found is weak, and not yet dangerous. We're still in the early days. Buesseler set up this web site.

Gundersen says he receives a lot of worried calls and emails about the safety of West Coast beachs. This follows a couple of erroneous reports of high radioactivity on California beaches which turned out to be not from Fukushima, but left over from Cold War days. Yes, radioactivity from atmospheric atomic testing is still with us - which shows how long lasting any radioactivity is! Thanks to the Japanese experiment with nuclear power, the Pacific will still be more radioactive long after you and I are dead.

However, don't panic surfers! Gundersen says the risk is still very, very low for people swimming in the Pacific. Go for it, if you can stand the cold water. The fish living there are not so lucky. The bottom feeders especially will soak up radioactivity, and this will bio-concentrate as these are eaten by other predators. Is that why the local pod of killer whales (Orcas) in southern British Columbia did not have a baby in two years? The pod just had their first birth, but the baby died soon after. There may be many factors at work, but increased radioactivity in the Pacific is not good for marine mammals. Nobody disputes that.

Gundersen also suggests that fresh water fish in British Columbia, and likely the whole West Coast, may also be accumulating radioactivity. The place to test, if anyone cares, would be bottom-dwelling feeders like Catfish, who live in waters above a dam. The runoff from the surrounding mountains would accumulate in those dam lakes.

Arnie says he won't eat any fish from the Pacific until the government starts testing, and releases the actual data found, so he can make an informed decision about his own health.

THE NEXT FUKUSHIMA IN AMERICA

So what American nuclear plant will blow up? There's a too long list of possible candidates. All American plants were built at least 30 years ago, and many are operating on extentions granted by the NRC. All that concrete, all those pipes and equipment deteriorating.

NEW YORK CITY AT RISK

That doesn't even include known design flaws. Arnie and I were talking about earthquake risk and of course the last remaining California reactors at Diablo Canyon. Then he surprised me with this:

"By the way, we think of earthquakes as something that happens in California, but the plant with the highest what we call 'core damage frequency' is actually Indian Point. [38 miles from New York City - Alex] It's only a mile away from a Richter point 7 and a half earthquake fault that wasn't discovered until after it was built. So we could have an East Coast earthquake at Indian Point, which would be disastrous."

We talk about the unsafe storage of 1600 tons of nuclear waste at the now-closed San Onofre nuke plant in California. Gundersen says that waste needs to be put into casks right away. The nuke materials in casks at Fukushima were not damaged by the earthquake or the tsunami.

THE MOST DANGEROUS REACTOR IN AMERICA: DIABLO CANYON, CALIFORNIA

Now to America's biggest nuclear risk: the Diablo Canyon reactors half way between San Francisco and Los Angeles, right on the coast.

Gundersen: "Diablo Canyon is in my mind the most dangerous reactor in the United States. It was known when they built the plant that ground accelerations of .4 G - [which is] four tenths the acceleration of gravity - could hit the plant. And that's the way they built it.

Well, as they were building it, they discovered other earthquake faults that were much nearer to the plant that could double that, to .75 G. They didn't change the plant, they just changed the numberical analysis to make the plant fit an earthquake that was twice as severe."

INSTRUMENT CHATTER - THE EARTHQUAKE RISK NO ONE WANTS TO TALK ABOUT

TRANSCRIPT:

Gundersen: Fairewinds just produced a report that we sent to the NRC. The big thing that they're ignoring is not the gross collapse of the [reactor] building in the event of a Richter .7 G earthquake. It's something called 'instrument chatter'.

It's really not spoken about very often in nuclear circles, but hopefully Fairewinds can bring it to the forefront. You know you have switches on the wall that turn the light on. Well they have switches in nuclear plants too. We call them 'relays'. And if the ground shakes, the relays turn on and off without any human intervention. Now we found an NRC report that shows that the NRC has said there's a hundred percent probability that in the event of an earthquake, some of those relays are going to end up in the wrong position. So if you want a pump to be 'on' the relay's going to be 'off'. If you want a pump to be 'off' the relay's going to be 'on', because this relay chatter will cause them to bounce back and forth, and at the end of the earthquake they won't be in the right position.

It's a really serious problem that has been un-analyzed at Diablo Canyon. In my opinion, Diablo Canyon should be shut down until they analyze that problem. But of course that would be a four or five year effort and they may as well throw in the towels. So they are choosing to ignore the problem rather than really analyze this relay chatter issue.

Alex: This is the first I've heard of this. I guess we can say we are breaking this on Radio Ecoshock.

Gundersen: You are. You are. You know it's in the deep bowels of the Nuclear Regulatory Commission's files, but they don't want to talk about it either. People who work with relays have seen them buzz. We'll be posting a video in the next couple of weeks about relay chatter. They routinely will buzz when they are not working right, when the springs are worn and tired, they'll sit there and go bzzzz.

Well, in the event of an earthquake that will happen anyway, even if it's a brand new relay, because they'll just bounce. The switches will turn on and off, on and off, and then when the earthquake ends there's no guarantee they'll be where you want them to be."


So what? If a series of pumps need to be on, to cool the reactor, and the quake leaves them off, the reactor could heat up and blow. These reactors are such complicated systems, that we are not talking about one or two switches that some human will reset. We are talking about a vast system of interdependent switches that will reset themselves in chaotic patterns. It may not be easy to recover... in time.

We go on to discuss a report by David Lochbaum, a nuclear expert working with the Union of Concerned Scientists. Lockbaum says Diablo Canyon has never met basic fire regulations, and the NRC doesn't make them meet the standards. Why can anyone operate a nuclear reactor with faulty fire protection? Arnie Gundersen says Diablo Canyon falls into Region Four of the NRC, which has a history of being lax about enforcing nuclear regulations.

The other trick, applied to dozens of American reactors which fail to meet safety standards, is to "grandfather" them. They are built, it's too expensive to fix (the operators say) and so they must be safe, even though they aren't. That's the kind of nuclear logic that led to the Fukushima nuclear disaster in Japan.

DIABLO CANYON VIOLATES FEDERAL LAW

Gundersen: "We published a ... I think it's about q 45 page expert report that was sent to the NRC about a week and a half ago, with a legal filing that was sponsored by Friends of the Earth. Basically we determined that Diablo Canyon never should have been allowed to run. Because it violated a federal law. It's called 10 CFR 50. That's a nuclear law and it's part 50-59, which basically says that when you know a plant has problems, and you change your analytical approach to solve that problem, the public has a right to know it.

That didn't happen at Diablo Canyon. The public was not informed that Pacific Gas and Electric, the owner of Diablo Canyon made gross changes in all of the assumptions in order to get Diablo Canyon qualified to a much larger earthquake. The argument should have been made in 1980 and now Friends of the Earth is taking forward the argument 35 years later.

HOW TO SHUT DOWN NUCLEAR - INSTALL SOLAR!

I asked Arnie Gundersen how can we finally shut down these aging dangerous reactors, before another Fukushima happens in America. His answer surprised me: install as much solar power as you can, personally, as a community, as a State.

It turns out nuclear plants actually lose money at night. They only make money supplying electricity during peak usage hours during the day. That's exactly when solar produces it's peak power. If enough solar power comes on line, nuclear plants will no longer make money. That's when they shut down.

Home Planet Blues - 4 Voices

Welcome back to Radio Ecoshock. I'm Alex Smith with a variety show this week.

We talk with the scientist with the biggest climate news of 2014. Dr. Steve Sherwood in Australia made a breakthrough on the future of clouds. It's not good news: we are headed over the climate cliff to a world at least 4 degrees Centigrade hotter.

But sometimes the doom talk goes too far. Nuclear Engineer Arnie Gundersen says the West Coast is not highly radioactive from Fukushima, no matter what Net newbies tell you.

Are you concerned about all the pesticides and other chemicals getting into your body? Bruce Lourie has a new book out about toxic stuff getting into us, how to get it out, and which detox methods really work.

While big national governments are failing miserably on climate change, local city governments are trying to make themselves more sustainable. Are we headed in the right direction? FEWER CLOUDS = HOTTER WORLD - SCIENTIST STEVE SHERWOOD

We may double the amount of greenhouse gases in the atmosphere by 2100. More likely we'll triple them. Scientists have been divided about what that means. Will the temperature go up a liveable 1 or 2 degrees above pre-industrial times or will it be 4 degrees or beyond?

A key unknown has been the behavior of clouds in a hotter world. If the future is cloudier, more sun will be blocked, helping cool the earth. But fewer clouds mean more solar energy will be soaked up by land and sea. Now, thanks to cutting edge new research out of Australia, some of that undercertainty has been cleared up. The future has never looked hotter.

We reached the lead author in this new study, Professor Steve Sherwood at the University of New South Wales, in Australia.

Steve's new paper "Spread in model climate sensitivity traced to atmospheric convective mixing" was just published in the journal Nature. It's caused a stir in the media and climate science, by predicting much more heating than we expected, due to changes in cloud formation.

As participants in the comments section outline, water vapor that is not drawn high enough to develop into clouds may become atmospheric rivers of moisture instead. That is what flooded Boulder Colorado - not a cloud-driven storm, but an atmospheric river precipitating out rapidly.

I'll be talking more about "atmospheric rivers" next week with Dr. David Lavers, who published a paper showing intense rainfall events will increase in the United Kingdom (and likely the world) as the climate warms. Listen in for that (and my analysis of a super-storm that could wipe out California agriculture and cities).

It seems like every week there is a storm of new rumors about Fukushima. The Russians secretly report underground explosions beneath the reactors. Reactor three is blowing like an atomic bomb. Get out of California these obscure bloggers and fake journalists say.

I've lived in California, Radio Ecoshock plays on a half dozen stations there, and I'm sick of fear-mongers frightening people there when it simply isn't true. Yes there are worries about Fukushima radiation, especially in sea food. Yes, some very weak radiation will arrive on the California coast. But no, my surfer friends don't need to be afraid to get out on the waves!

One particular video has gone viral, showing an unidentified dude carrying a geiger counter down to a California beach. It reads higher than background levels and voila! proof of Fukushima horrors! Except, as Arnie Gundersen tells us, a local group took sand samples from that same beach, and found the radioactivity was NOT from Fukushima. There are identifiable traces for Fukushima radiation, and we now know scientifically those (low) levels of radiation on that beach are from previous nuclear testing, or even natural local sources.

All through this continuing disaster at the triple melt-down in Fukushima Japan, Radio Ecoshock has depended upon several voices of expertise. One is Arnie Gundersen, the nuclear engineer and whistleblower now at Fairewinds and Associates. Don't think for a minute I'm downplaying the super risks of the triple melt-down in Japan. But let's worry about real things, not Net panic.

BRUCE LOURIE - GETTING TOXICS OUT OF OUR BODIES

Are you accumulating harmful chemicals and metals in your body? It's probably so bad - most of us don't want to know. And what about all those magic pills and therapies to detox? Do they work?

Following their book "Slow Death by Rubber Duck," the team of Rick Smith and Bruce Lourie are back with a new book about the toxins we take in, and ways to get them out.

Bruce Lourie is a well-known speaker and writer about ecology. He's the President of the Ivey Foundation, with degrees in environmental studies and geology. He is co-author of "Toxin, Toxout, Getting Harmful Chemicals Out of Our Bodies and Our World".

Before we all get too depressed, the second theme of this book is "Toxout" - the ways people try to clean up what has already arrived. On page one hundred and two of the book, you have a handy chart of detox methods that have or have not been proven effective. We discuss with the methods that don't have any scientific backing so far, and may be a waste of time and money.

Then we get into what does work. For example chelation therapy does remove heavy metals from our bodies, like mercury or lead. But that's only for people who have been diagnosed with that problem by a medical doctor. Bruce says don't try that at home kids.

The team of Smith and Lourie tested out several different detox methods, experimenting on themselves. Surprisingly, a simple sauna can be shown to bring out toxic chemicals from the skin pores. Saunas work! That leads to a discussion about our social drive to stop people from sweating. It turns out sweat is nature's way of removing harmful things from our bodies. Using antiperspirants with aluminum is doubly dangerous: we intake the aluminum, and stop the export of toxic chemicals.

And watch out for toxic chemicals and metals leaching out of cosmetics into your body! It's all in the book.

The book is ""Toxin, Toxout, Getting Harmful Chemicals Out of Our Bodies and Our World" I put off reading if for a week, being nervous about what I might find out. Instead, I found some really useful and sane solutions to protect the body. It's a good readable guide from authors Rick Smith and Bruce Lourie.

DANIEL KAMMEN - "DENSIFICATION" DOESN'T WORK; SUBURBS POWER CLIMATE CHANGE

No doubt you've heard people living in dense cities use less energy, and create fewer emissions. Since National Governments are doing practically nothing to confront climate change, cities are trying to lower their carbon footprint. But is the whole concept of densification working?

The answer to that question leads to deeper matters: How can we live with less, doing less damage, and still be who we are?

We're fortunate to get some insight from our next guest. Daniel M. Kammen is a heavyweight in energy research. He's advised everyone from the World Bank to the American government. Daniel is a member of the National Academy of Science and played a leading role in two reports of the Intergovernmental Panel on Climate Change. Right now he's a Professor of Energy at the University of California, Berkeley, and Director of the Renewable and Appropriate Energy Laboratory. He's written 12 books, hundreds of scientific papers, and advised governments on Energy Policy.

Daniel has a brand new paper out in the journal Environmental Science & Technology. The title is: "Spatial Distribution of U.S. Household Carbon Footprints Reveals Suburbanization Undermines Greenhouse Gas Benefits of Urban Population Density."

One of the key concepts in this paper is the Household Carbon Footprint, or HCF.

On Radio Ecoshock, I've played you several speeches on new urban design. The latest big push is to create super cities to reduce emissions from commuting and other energy use. It's called densification, but is it working? You may be surprised to learn that 20 percent of all emissions world-wide come from just one place - the American suburbs, the place where many listeners live.

One of the prime messages in this new paper on U.S. Household Carbon Footprints - is that the movement to simply pack more people into cities, to reduce carbon emissions, isn't working in the real world.

Reading Daniel's energyblog in National Geographic, he attends many of the power conferences around the world, from Abu Dhabi to London. I ask Daniel if he thinks leaders in large institutions and corporations realize we are on the brink of a climate catastrophe. Are people at the top getting the message?
